BaseCamp senior staff are key participants in plan and project development teams. We bring a comprehensive and expert understanding of environmental and other development-related issues to the table and can assist the team in working through a range of project options, environmental review considerations, feasible mitigation measures and strategies for completing project and environmental processing. These understandings can be reached quickly and efficiently around the table rather than in technical reports. Our senior staff have experience on small as well as very large land, water and utility development projects.
CEQA and NEPA Environmental Studies
BaseCamp core expertise is in preparing environmental review documents required under CEQA and NEPA. Our environmental document experience has included EIRs for 1,000-acre mixed use development plans in the Central Valley and an EIS/EIR expansion of High Sierra ski resorts as well as numerous and wide-ranging projects that touch on most aspects of human development activity. These projects have included residential, commercial and industrial land development, road and bridge improvements, recreational sites and trails, wastewater collection and treatment systems, water supply development and conveyance, storm drainage facilities and many others. BaseCamp is regularly called upon to provide peer review of environmental documents prepared by others.
Environmental Technical Studies
BaseCamp can prepare or quickly obtain technical studies on a wide range of environmental subjects including biological resources, cultural resources, visual resources, agricultural impact, air quality, greenhouse gas, hazards, land use, noise and traffic. BaseCamp staff are capable of many of these studies, but we rely heavily on a practical and experienced team of subcontracting technical specialists. When makes more sense, we can refer you directly to one of our specialists.
Environmental Review Process Management
In difficult situations where every element of the environmental process is a point of vulnerability, BaseCamp assists lead agencies with expert management and in some cases provides all services related to conduct of the agency and public review process for environmental studies. A comprehensive plan is developed for each document that identifies the correct review requirements, considers alternative means of reproduction and presenting documents, defines an adequate distribution list that takes all elements of the project into consideration, and implements the plan obtaining all necessary documentation should the integrity of the process be challenged.
Entitlements and Permitting
BaseCamp Environmental is experienced in obtaining permits and approvals for land and resource development. Using a common-sense approach, the issues and concerns are identified, a strategy developed, understandings and communication amongst the proponent and regulatory agencies, and then a commitment to work through the expectable hurdles until the permit is issued. Multiple-approval requirements are coordinated to achieve concurrent processing and avoid repetitive documentation. Experience includes local planning and zoning, coastal development, wetland and stream alteration and special uses of federal lands.
Urban Planning and Contract Planning
BaseCamp senior staff have considerable experience in providing project or contract planning services to cities and counties. Planning services provided by BaseCamp staff have included scoping and preparation of issue-specific special studies, general plan amendments, zoning ordinance amendments, managing development project review, conducting interdepartmental meetings, in-house CEQA and NEPA advising, preparation of staff reports, ordinances, resolutions for consideration by decision-makers as well as day-to-day planning assistance
Mitigation Monitoring
BaseCamp staff are experienced with formulating effective mitigation measures and establishing monitoring criteria. As required by CEQA, mitigation monitoring and reporting plans are prepared in conjunction with each EIR and Mitigated Negative Declaration. BaseCamp can act on behalf of the project applicant and/or the approving agency to establish a system for ensuring that mitigation measures are implemented, including review of monitoring reports and field inspections.
