University of the Pacific Student Housing
The University of the Pacific (UOP) in Stockton, CA proposed development of an upper division student housing project, which would provide 381 student housing beds in 142 apartments with related community facilities adjacent to the Calaveras River. Housing would be provided in a four-story building with two wings encompassing approximately 150,000 SF of floor area. The proposed units will be available for occupancy in the fall of 2017. BaseCamp Environmental was engaged to prepare a fast-track CEQA Initial Study/Mitigated Negative Declaration including traffic, parking, cultural resource and other technical studies. The documentation was completed on schedule and was available to support project approval in November 2015. Construction of the project is underway.
Decker Island Electrical Crossing
Decker Island LLC extracts, handles and ships aggregate and fill materials from its island location for use in Delta and Bay Area construction projects. The LLC proposed replacement of existing diesel-powered electrical generators with an 1,100-foot buried electrical cable from PG&E lines on Sherman Island across Horseshoe Bend to Decker Island. BaseCamp Environmental was retained by the Sherman Island Reclamation District (RD 341), the CEQA Lead Agency, to prepare an Initial Study/Mitigated Negative Declaration on the project. BaseCamp coordinated with Decker Island, the RD, permitting agencies and technical experts in the preparation of the environmental documents and was entirely responsible for conduct of the public review process, preparation of the Final IS/MND and other documentation for consideration by the RD Board of Trustees.
EXEL Warehousing and Distribution Project
EXEL is a leading logistics solutions company proposes development of a 625,000-square foot warehouse and distribution center in a predominantly industrial area of the City of Lathrop. Site improvements will include parking for more than 150 trucks and trailers and more than 300 automobiles as well as storm drainage retention facilities. BaseCamp was retained by the City of Lathrop to prepare an Initial Study/Mitigated Negative Declaration for the project under extreme schedule constraints and to assist the City with elements of the public review process. The document was completed on time and is presently under public review. The project will be considered by the City decision-makers in May 2016.
Stanislaus County Intersection Improvements
Stanislaus County has engaged a project engineer to manage design, processing and construction of signalization, lane widening and related improvements to the rural but heavily-traveled intersections of Geer Road and its intersections with Whitmore Avenue and Santa Fe Avenue; the intersection of Crows Landing Road and Grayson Road; and the intersection of Carpenter Road and Whitmore Avenue. BaseCamp Environmental as subcontractor to the prime consultant is responsible for the preparation of the NEPA Preliminary Environmental Study (PES) and required technical studies as well as CEQA documentation for each intersection.
Sacramento/San Joaquin Delta Levee Improvements
BaseCamp Environmental and staff members have provided CEQA environmental documentation, including exemptions, Initial Study/Negative Declarations and other related documents for minor and major levee improvements in the Sacramento/San Joaquin Delta and tributary waters; these include improvements on Tyler Island, Victoria Island, Mandeville Island, Wright-Elmwood Tract, Lower Roberts Island, Lower Jones Tract, Woodward Island and Bacon Island.
Interstate 5/Sperry Road Interchange Improvements
Stanislaus County and the City of Patterson propose under pass widening and substantial improvements to on and offramp configurations at this existing interchange. Substantial growth in the City of Patterson, including large increases in truck traffic associated with extensive warehouse and distribution development, requires improvement of this interchange originally constructed in the 1960s. BaseCamp Environmental was retained by the project manager NCM Engineering to provide environmental oversight and management of the various CEQA and NEPA documents and processes associated with the proposed project. This project is ongoing with construction expected in 2018.
Meritage Resort Expansion
Pacific Hospitality Group proposed the expansion of the existing Meritage Resort and Spa in the City of Napa. The expansion project provides 134 new rooms and a variety of visitor-serving amenities including spa and relaxation area, outdoor events area, and exhibition kitchen, a small guest-serving market and relocation of the existing Trinitas Tasting Room to the expansion area. CEQA documents for the project were to be prepared by a consulting firm selected by the proponent. BaseCamp Environmental was retained by the City to monitor progress on the CEQA document, assist the consultant in issue identification and to peer review a range of technical studies and the CEQA document itself.
North Pointe Specific Plan EIR
The City of Ripon retained consultants to prepare and process a specific plan for the North Pointe planning area of the existing incorporated area. BaseCamp Environmental was retained to prepare an EIR for the project. The North Pointe Specific Plan would guide new urban commercial and residential development within a 310-acre area. Proposed land uses would involve mixed uses that would promote the use of alternate modes of transportation, such as walking, bicycling and transit, while reducing vehicle-miles traveled. A total of 1,050 new residential units and 1.7 million square feet of new commercial/non-residential development could be accommodated under the plan. BaseCamp completed the Draft EIR and assisted the City with public review. Following public review a Final EIR was prepared and certified by the City Council.
Wastewater Treatment Improvements in Thornton and Westley
The operators of existing wastewater treatment facilities that serve large public housing projects in the small communities of Thornton and Westley are evaluating options to overcome treatment system deficiencies and management and cost concerns. Engineering studies of the options are underway. BaseCamp Environmental is responsible for NEPA and CEQA environmental review activities including preparation of an Initial Study/Mitigated Negative Declaration for each project to the satisfaction of the State Water Resources Control Board.
Tuolumne River Parkway Project
The City of Waterford proposes phased development of recreational access, trail improvements and recreational facilities along approximately 1.25 miles of the north bank of the Tuolumne River within in the City of Waterford. The project, known as the Tuolumne River Parkway Project includes parking areas, restrooms, picnic tables, access stairways and ramps, interpretive signage kiosks, an approximately 1.25-mile recreational trail, expansion of existing passive park facilities, and a non-motorized boat launch ramp and fishing/observation dock improving recreational access to the Tuolumne River. BaseCamp Environmental was retained to prepare an Initial Study/Mitigated Negative Declaration for the project. BaseCamp assisted the City with the public review process, analyzed comments received on the document and assisted City staff in preparing the document for adoption by the City Council.
Blossom Industrial Park
The proposed Blossom Industrial Park project, located near SR 99 in unincorporated San Joaquin County adjacent to the City of Stockton, involves future development of approximately 140 acres for industrial park or warehousing and distribution uses. BaseCamp Environmental was retained to prepare and process an Initial Study/Mitigated Negative Declaration for the use of San Joaquin County in its consideration of project entitlements. The CEQA documents were prepared with consideration of the probable later annexation of the project to the City of Stockton and the CEQA processing news of the City and the San Joaquin Local Agency Formation Commission (LAFCO).
Southeast Gustine Annexation Project EIR
The Southeast Gustine Annexation project consists of local government approvals needed to permit urban residential development of a 219-acre annexation area adjacent to and southeast of the City of Gustine in Merced County. Upon annexation, tentative subdivision maps will be submitted for approximate 1/3 of the annexation area, which is presently designated for residential development in the Gustine General Plan. A total of up to __ low-density residential units together with the City streets, utilities and other infrastructure including a park site would be developed within the annexation area. BaseCamp Environmental is preparing and processing an EIR addressing the potential environmental effects of the project for consideration by the City of Gustine decision-makers.
Altamont Commuter Express Cabral Station Improvements
The San Joaquin Regional Rail Commission proposed the expansion of its existing commuter rail station in downtown Stockton. The project included new parking and circulation, reconstruction of East Channel Street, and development of new entries to the existing passenger loading and administration facilities. CEQA and NEPA documents for the project, which included preparation of Section 106-level cultural resources documents for processing by the Federal Transit Administration through the State Historic Preservation Office.
Stanislaus County Public Works, Environmental Processing Coordination
The Stanislaus County Public Works Department is involved in dozens of roadway and bridge improvement, replacement and rehabilitation projects, most of which rely on federal funding administered by the Local Assistance Engineer at Caltrans. NEPA and CEQA environmental requirements are met by a combination of consultant teams and in-house personnel. BaseCamp Principal Charlie Simpson was responsible for coordination of environmental processing activities and the preparation of NEPA and CEQA documents and technical studies from 2012 - 2015.
Lodi Electrical Utility, 60 kV Power Line Project
The Lodi Electrical Utility proposed an additional 60-kV transmission line that would increase electrical system reliability and reduce energy losses by connecting to regional generation and transmission facilities. An EIR was prepared to address the potential impacts of the 6-mile alignment through a politically-sensitive unincorporated area separating Lodi and Stockton. Processing of the EIR was suspended just prior to certification of the Final EIR.
Sugar Bowl Ski Resort Mt. Judah Facilities and Snowmaking System
BaseCamp prepared major portions of the Draft EIR/EIS for development of Sugar Bowl’s Mt. Judah base area and mountain improvements, including three new quad detachable lifts and ski trail system, a new day lodge, a two-mile access road and 1,400 parking spaces. The EIR/EIS included a comprehensive project alternatives and alternative sites analysis. BaseCamp staff prepared the Final EIR/EIS including a major revision and reorganization of the Draft EIS, analysis of 500 agency and public comments, coordination with the Tahoe National Forest and Placer County and ultimately to the preparation of responses to appeals of the Forest Supervisor’s decision to approve the project. Following approval of the Mt. Judah project, environmental documents were prepared for several lift improvements, water rights for snowmaking, and development of the Sugar Bowl snowmaking system. BaseCamp were also involved in environmental documentation for ski mountain improvements at the Kirkwood, Bear Valley and Dodge Ridge resorts.

The project, which addressed growing landowner needs for high-quality pressurized water for sprinkler and drip irrigation of orchards and vineyards, included 13 miles of pipeline, two storage basins storing 80 acre-feet of water, pumping equipment and supplemental groundwater wells. An Initial Study/Mitigated Negative Declaration, including biological and cultural resource studies. NEPA documentation, including Section 106-level cultural studies and federal endangered species treatment, was prepared on a very accelerated timeframe to take advantage of available federal funding.

The EIR considered individual and cumulative impacts of a 5-year expansion period and outlined a CEQA review program for expansion projects that could be implemented by MID staff engineering staff. BaseCamp Environmental is presently updating this EIR for continued use in connection with MID electrical system improvements.

KRC proposed development of additional aggregate resources adjacent to an existing mining and processing facility near Clements in San Joaquin County. The project involved an approximately 2,000-acre expansion of the existing mine and a 15-year extension of the existing mining permit. Project responsibilities involved coordination of biological studies and preparation of environmental permit applications and development of a mining and mitigation strategy that would address vernal pool wetlands, habitat for the California Tiger Salamander and other special-status species on the project site, and supervision of an EIR contractor retained by San Joaquin County.
